San Sebastián’s municipal Low-Emission Zone operates 24 hours a day, seven days a week. Cameras check number plates at the approaches. A vehicle may enter only when it has free access under the current phase or the required authorization; the city lists a €200 penalty, with a possible 30% increase for a repeated offence.

For foreign plates in phase one (2025–2027), the city requires prior authorization. Petrol and diesel cars and vans must have been registered after 1 January 2006. Hybrid, gas and electric vehicles also require prior authorization, although the city says their access is granted regardless of registration date.

Foreign-registered vehicles must complete the municipal authorization process before entering, except for the city’s stated emergency procedure. The authorization lasts to the end of phase one in 2027 when the vehicle meets the requirements. If you do not need the car in the centre, a peripheral hotel or park-and-ride plan avoids making LEZ access part of the arrival.

Before travel, open the municipal vehicle page, confirm whether the plate needs authorization, save the approval details and ask the hotel for its current final approach. Do not infer permission from a hotel parking listing: garage availability and LEZ authorization are separate questions.

Choose a base for your trip

The districts around Ondarreta and Monte Igueldo can reduce central-street driving, but the hillside changes the final approach and the return from the centre. Hotel Avenida advertises on-site spaces, while Barceló Costa Vasca lists a garage closer to the coast; confirm availability, charges and reservation rules directly with the property before relying on either option.

A Monte Igueldo base trades central walkability for a quieter road approach and hillside views. Confirm the final gradient, parking reservation and the trip back from the centre before choosing it; this is a base decision, not simply a free-parking shortcut.

Park-and-Ride Alternatives: Navigating Illunbe, Ficoba, and Public Garages

If you prefer not to pay daily hotel garage fees or drive into central streets, perimeter park-and-ride facilities offer reliable alternatives. San Sebastián city centre operates a Low-Emission Zone restricting vehicle entry, with official city guidance recommending the use of the Illunbe park-and-ride facility. Drivers can leave their cars at Illunbe and complete their journey into the centre using local bus connections or active transport.

When using public parking structures in central districts, motorists should note specific infrastructure constraints. For instance, the Easo car park features physical limitations, including two floors and pedestrian entrances that rely on stairs. Drivers carrying heavy baggage or requiring step-free access should evaluate garage layout details before selecting a parking facility. San Sebastián accommodations book up rapidly during the high season, making advance planning for both room reservations and parking spaces essential for a smooth driving trip.

Direct answers

Frequently asked questions

What must a foreign-registered car do before entering the LEZ?

Request prior municipal authorization and check the phase-one vehicle-age rules. The city says foreign-plated hybrid, gas and electric vehicles also need authorization, even though access is granted regardless of registration date.

What should I check before using Txofre?

Treat Txofre as a public-garage fallback. Check the operator’s current tariff, hours, height limit and reservation terms, then confirm the luggage route to the hotel.

What should I check for a long car, a roof box or an EV?

Length and height are different limits. SANSEbay’s parking has a maximum vehicle length of 4.75 m; that figure is not a clearance height. Casa Nicolasa’s Okendo parking arrangement has a maximum height of 1.85 m, and the garage has charging points. Measure the vehicle with its roof box or other roof equipment fitted before selecting a garage. For an EV, ask about connector compatibility and charging availability for the stay; the presence of charging points does not reserve one for you.

Should I unload at the hotel or drive to the garage first?

Follow the procedure for the property you book. Mendi Argia recommends going to the hotel first for check-in and luggage drop-off, then collecting the parking ticket at reception. Its parking service includes two taxi transfers for each daily parking period, one for arrival and one for departure, arranged by reception. Casa Nicolasa recommends going to Okendo first, then taking the ticket to the guesthouse; payment through the guesthouse obtains the discount. Its garage has a lift for luggage, while the guesthouse warns that its busy street usually has no space for unloading.

Can I leave the garage and return during my stay?

Casa Nicolasa’s agreement with Okendo allows guests to enter and leave as many times as they want throughout the stay. That is a specific guesthouse parking arrangement, not a rule for every public garage. If you plan day trips, ask the property or operator whether the rate includes repeated entries, how the ticket is validated and when its validity ends. A daily price alone does not answer those questions. Garage re-entry permission also does not replace any municipal authorization your vehicle needs for the roads used to reach it.

Is there a parking discount for booking accommodation directly?

Don Cecilio offers a 15% daily parking discount when the accommodation is booked through its official website. The parking is near the property. Treat that as a condition of this particular offer, rather than assuming an OTA room booking receives the same benefit. Compare the room and parking terms together before choosing a booking channel, and ask the property how to redeem the parking discount. A discount percentage does not establish the final daily amount, so use the operator’s current tariff when comparing it with a hotel garage.
